Keyrus assists the digital healthcare service in the ile-de-france region (gcs sesan) in implementing the ecerveau platform, dedicated to healthcare monitoring and alerts.

Keyrus, an international player in the fields of Data Intelligence, Digital, and Consulting on the Management and Transformation of enterprises, is assisting the GCS SESAN, Digital Healthcare Service in the Ile-de-France region in implementing the eCerveau platform. This is a new regional system to support decision-making and provide real-time monitoring of the activity of emergency departments, in order to anticipate and manage situations of strain as effectively as possible. Put into service in September 2015, the platform is aimed at approved healthcare professionals and is also available via a mobile application, this being a first in France.

A project with important issues at stake for public health

In 2012 the GCS SESAN decided to improve the tools that had made up the Cerveau monitoring system since 2004, and to double it up with a mobile application. Following a competitive tender, the implementation of the project was entrusted to Keyrus, selected for its expertise in the healthcare field, its mastery of the chosen technologies (IBM Datastage/Cognos/SPSS/DB2 and Liferay), and its experience in managing large-scale Data Intelligence projects.

"Cerveau was created after the dramatic heatwave incident of the Summer of 2003", explains Doctor François Dolveck, Medical Director of the GCS SESAN, Île-de-France region and also Director of the Samu 77 (emergency services in the 77 county of Seine-et-Marne) and of the emergency department of Melun Hospital. "During that health crisis the emergency departments were overwhelmed, which made it clear that the tools at our disposal were inadequate. This redesign was intended to give us greater power to perform calculations and analyses, a more advanced level of automation, and mobile access to information to allow us to constantly monitor the activity of emergency departments and thus be able to react as early on as possible in situations of strain or crises."

Incorporating a center devoted to the healthcare sector across the country and comprising more than fifty consultants and experts, Keyrus possesses know-how that has been acknowledged for more than 15 years now, through its projects working with hospitals, the Ministry of Health, healthcare agencies, and public groupings.

"The extent of Keyrus's skills and their complementary nature were fundamental to the success of this project. In addition to the work of our developers who devised the solution's core, our digital experts were also involved in designing the site and creating the mobile application. As for our Data Analysts, they worked on inserting the predictive analytics component, making it possible to detect periods when emergency departments were stretched" declares Cédric Aubin, Consulting Director in charge of Keyrus's Healthcare/Social Services offering.

A dynamic and detailed view of the activity of emergency departments

Combining standard BI, real-time analysis, and predictive analytics, the new platform exists as an internet site and a dedicated mobile application: on these two media, summary dashboards present details of the region's hospital resources and healthcare monitoring information in the form of graphical reporting and dynamic mapping, allowing users to immediately grasp the information.

eCerveau centralizes essential information such as the availability of beds, data on the activity of emergency services, and detailed data on levels of occupation of emergency departments: number of patients present in the department, the waiting rooms, the examination bays, the stabilization room, etc. This "real-time" information makes it possible to manage the resources of each emergency department very tightly and direct and attend to patients in an optimal manner during periods of strain or crisis.

"At the time of the terrorist attacks in Paris in November 2015, the eCerveau application enabled us to quickly know where to send patients who were not in a life-threatening state. We used it to check rates of occupation and direct those patients to emergency centers that had the capacity to receive them" explains Doctor François Dolveck.

The eCerveau mobile application for iOS and Android is a first in France. As of 15 March 2016, it had around 170 selected users putting the system to the test before it is rolled out to the entire population concerned, which represents several thousand users. "The feedback from users of the site and the application is excellent. They all say that they are delighted, as much by the simplicity of use as by the possibility of accessing information they did not previously have" declares François Dolveck.

A platform of interest to the other regions

Although eCerveau is primarily focused on the one region, the tools and applications implemented by the GCS SESAN and Keyrus as part of this project are clearly of interest to certain other regions, if not all of them. "A roll-out to other regions was factored in right from the platform's design phase, and it is intended that they be able to enjoy the benefit of these achievements in the form of a package offered at no charge, which is normal, since it is public money", underlines François Dolveck.
